The Climate Change Committee will hold its monthly meeting on September 18 from 2:00 - 3:30 pm online. We will have a presentation from Wendy Byrne, representing Corvallis' Climate Action Advisory Board on the progress, state of affairs, and future plans of that advisory board. “Since World War II, the southern end of Coffin Butte in north Benton County, Oregon, has served as a
solid waste dump site in one form or another. Over time, the site has changed and grown – beginning as a rock quarry, then a U.S Army garbage dump/burn pile, Coffin Butte now serves as a full-scale regional
landfill serving dozens of communities in western Oregon and Washington. While the site has changed
and grown over time, Benton County has not adopted a plan for managing the site or the waste left there
over the decades.” - From Executive Summary, Benton County Talks Trash
In September 2022, “Benton County Talks Trash” kicked off an 8-month public workgroup process, forming five subcommittees to seek common understandings of the history, land use, legal issues, and future of solid waste at the landfill, and to develop a long-term sustainable materials management and community education plan. The result was the Benton County Talks Trash Solid Waste Process Report – a report including findings and recommendations to support decision-making about the future of solid waste in Benton County.
The League has invited six community members who served on the Benton County Talks Trash Subcommittees to share their perspectives.
The goal of the League’s September program is to provide a basic overview of the Workgroup’s process, an opportunity to identify community concerns, and to outline Benton County’s future plans for waste management. (NOTE: The program will not be about landfill expansion.)

The Measure would allow the City of Corvallis to levy $1.07 per $1,000 of assessed value for five years for the purpose of supporting operations of the Corvallis Public Library (51.9%) and the Parks and Recreation Department (48.1%), and to provide grant funding to local social service agencies ($480,000). This proposed levy would be at the same rate of $1.07 per thousand as the current 2019 City Livability Levy that will expire on June 30, 2024. The services and programs to be funded by this measure may include, but are not limited to:

The League of Women Voters invites you to learn about public banking in an interactive Zoom forum on Monday, November 13, at 6:30 pm. Rick Staggenborg, a member of both the League and Oregon Public Banking Alliance, will lead the discussion.
Public banking is an issue that Oregonians will be hearing a lot more about in the near future. In its last session, the Oregon legislature passed a bill to establish a task force on how best to implement, operate, and govern an Oregon state bank. Although the governor vetoed the bill, she affirmed her support for the concept. Supporters are expected to introduce a revised bill in the next session.
A state bank is one whose charter requires it to serve the interests of the people of the state. An Oregon state bank could lend its available capital only for projects that benefit Oregon and Oregonians, according to priorities set in its state-issued charter. This would keep the money in the state for such purposes as low-interest loans for infrastructure projects, clean-energy projects, and affordable housing, and loans to farmers, students, and minority-owned businesses.
